You haven't provided any details on what's happening or what are your system specifications. The best I can guess is that After Effects doesn't go past the "Initializing Required Components" on the splash screen and crashes. If that's correct, try removing your third-party plug-ins. Go to the following location and remove all the files and folders (except dummy.txt).

Windows: C:\Program Files\Adobe\Common\Plug-ins\7.0\MediaCore
macOS: HD/Library/Application Support/Adobe/Common/Plugins/7.0/MediaCore
