Need to create Animation similar to "Super Fang" (Pokemon Move)

Hello, Friends!

I'm very new to After Effects, VSX specifically, and I'm having issues finding the right effects within the software to accomplish my goals.
I need effects that will help me generate a very similar move to "super fang" which is a pokemon move. 
I've attacked a screen recording for refference. 
Any got any ideas of what effects I would use to help accomplish this?
