I honestly don't get why it is so slow. I already checked and I meet the system requirements. It can climb the ram usage to at least 71% which shoun't be that bad. I need help with improving Adobe Animate's performance. I have no idea how.

if you ruled out the basics, the most common would be
something corrupt in the os
av program
antimalware program
but it's not even clear the basics have been checked. eg, we know something about your hardware (and your ram just meets the minimum). but what about other specs, https://helpx.adobe.com/animate/system-requirements.html

I have ruled out os corruption from following all troubleshooting steps. I have disabled my antivirus and antimalware program but now Animate will not open at all.

what do you eman by following "... all troubleshooting steps"?
afaik, after specs are checked, the only way to rule-out os issues is
back-up your data
reformat your os hard drive, and (if different) your cc app's hard drive
reinstall your os
update your os
reinstall the correct cc desktop app*
reinstall animate and test.
if all's well, reinstall other software checking periodically (with an animate close and reopen) to see if the animate problem's returened.

reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials
NOTE: win 11 users that have trouble with the latest win 10 installer often have success with the older win 10 installer.

I have tried fixing something like this, running windows updates, scanning the system for corrupt files, adding a moving dll files, uninstalling and reinstalling Animate, running compatibilty troubleshooter, even had the same exact problem on another pc I used to have a few years ago.

i'm unsure what @Nick Gioia's advice about matching fps would do, but it's easy to try so make sure you try it.

My read and write speed registers at about 5-12 MB/s. Is that normal?

The fla's file size is 4 KB.
When I make a new fla, it literally freezes every sing time and I can bearly do anything without the app not responding.

Hi Cameron...I'm having similar issues with Animate. It started when I imported some jpeg files into Animate. I then noticed the playback slowed and stalled. Anyway, I'll let you know if I find solution(s).

I did start a new fla and I shrunk the size of the jpeg files I'm importing and so far so good! Also re-insalled Animate and Creative Cloud. Keeping my fingers crossed!

don't fail to save frequently with increasing version number appended to your file name.

There's a dropdown on the right corner of the timeline, click it, and make sure "match FPS" is unchecked.

I don't know if it has anything to do with the performance and speed of Animate or opening it, but I think after turning that option on, it did open a bit quicker and the program didn't freeze as bad. What does "match FPS" usually do?

it's supposed to cause the timeline to play (while editing) at the designated fps even if that means dropping frames to maintain that rate.

Is there something about it that improves the performance of Animate. Was it somehow the fps that was the problem? I was hoping to have the best fps possible.

if you're just trying to improve the fps during testing (at the cost of possible graphical glitches), then enabling that option may help.

Animate's playback tends to be terribly laggy in the program and this is an attempt to keep up with the FPS while dropping frames, when you hit play.
Does not affect anything else. Just how animation is previewed in the program.
Whether it is effective is difficult to tell.
