Auto-Arrange Split Clips in Descending Order?

What you want to do seems clear enough, except that I don't know how you have defined 'descending order'. Order of what? Duration? Name you've given each one? Marker number? This may not matter too much though...

Because actually there's only one way to do this, and that is to mark each time section as a cue range (select the audio you want and hit F8). This will make an entry in the marker list, and whan you've filled it, you highlight the whole list and right-click on it. You then select 'Insert into Multitrack', and you are then given an option that looks like this:

The first choice will place all of the individual maker ranges, in ascending time order, on a single track in Multitrack. Doing it that way, this is the only choice you get. If you want them in a different order, you'll have to edit the file first so that the audio you want is represented sequentially - although that said, it's much easier to rearrange the order in Multitrack view simply by picking up a clip and placing it where you want it.

I want to convert a 20-minute file into 240 multi-second files in Adobe Audition. However, I don't want to manually arrange them in descending order on the subsequent tracks after splitting them in the Multitrack view. Is there a way to have my splits automatically arranged in descending order on the next tracks?

I'm trying to understand what you're trying to do. Am I correct in interpretting your post as:

• You have a single 20-minute audio clip (WAV, MP3, or whatever).
• You want to split that single clip into 240 separate clips
• You want each of those clips on one of 240 tracks in a multitrack .sesx file

Sorry if I got it wrong, but please let me know if I did.
