I want my audio to be measured by frames and not the number of seconds. Is this possible?

The time display can only show hours, minutes, seconds and frames. Unfortunately it won't show the total number of frames only. You can also select frames instead of milliseconds by right clicking either in the Timeline at the top of the screen or the Time display at the bottom.

To add to the above question: Im using this program to create an hand drawn animated lip sync. And I would like to have the audio to be measured in frames per second, not seconds. The little bars above the audio that have the time stamp, is there anyway to change that so it measures in frames?

Yes--changing to a display of frames is easy.

Go to Edit/Preferences/Time Display.  (The Time Display is the very last option on the menu you get so you may have to scroll depending on your screen settings.

Click the drop down menu and you'll get the option to use frames and a choice of all the common frame rates.
