How to Clone Background Noise

I made a video out thw window of a plane as it landed after a 15 hour flights.  Unfortunately there are some audio defects that I couldn't clean up in Premere so I exported the Audio to Wave and am now attempting to use Audition for the first time.

 

First, the wave file is all background noise except for the engines screaching and the pilot adjusts the power.  I want to preserve the background noise, only clean it up.  In fact, any non-background noise other than the engines can be removed, but that's not my issue.  

 

My issue is the background noise is first very staticy and then twice, jumps to a clearer state.  It might be due to the air pressure changing, since the plane was low enough to the ground that it was no longer pressurized.  Anyway, I'd like to either clone, or modify the background noise in the first two sections to match that towards the very end.

 

I've attached a sample wave.  As you can hear, at about 15 seconds it clicks to a clearer state, then between 42 and 48 seconds it clicks even clearer.  I'd like to get the first two parts as close to that last part as possible.

 

I attempted to use the Noise Reduction, Parametric Equalizer, and the Graphic Equalizers, and have been unsucessful.
