Hello I am running Audition CC, I am using my Soundcraft UIr24 as my interface. So in my settings it has the Soundcraft card set up as the input and output. When I view the Soundcraft GUI I see all the metering for input and output. I can record no problems. My issue is... in Audition I can not see the Level meters. If I right click on the meters tp select them the 'Meter Input Signal' is grayed out. Why would this be happening?

I'm assuming that you are trying to record in Multitrack view, and yes this is how it appears to be, by design. If you want an accurate indication of level on the way in, then the meters beside the faders in the mixer will give this.

So if I understand correctly there is no way to have the level meters In multitrack recording?

Actually I think you can - but you have to activate input monitoring, and sometimes there are repercussions to doing that... but by default, it doesn't happen, no.

When I activate input monitoring by pressing the i next to the track nothing happens. Is there a different way?

When I tried it here it works, but only if the track is record-enabled. This is what happens when the track is record-enabled, but the monitoring button isn't depressed:
If the track is record-enabled, and the I button is active, you get this:
The input is being monitored in the meters - but if you look in the mixer, you'll notice that the signal is now also present in the main output. Depending upon how your system is set up, this can lead to digital howl-round, which is why by default it isn't switched on.
