Waveform selection inserted at very end of multitrack

When I select a section from the waveform and click "insert in multitrack" (existing), it pastes it at the very end of the timeline, no matter where I position the cursor. I've never run into this before (Audition 2018, PC)

    Go to Edit>Preferences>Multitrack Clips and try taking the check out of 'Use Embedded Timecode When Inserting Clips Into Multitrack' and see if it still does this...

    That seemed to do it. I was just updated to 2018 version, so maybe that setting changed.
