I downloaded Bridge in Creative Cloud Desktop. The only way I can open Adobe Bridge is click on the in the Start list as Run as Adminitrator. If I try and open it in Creative Cloud Desktop I get "The operation could not be Completed" when the program opens, then disappears. What am I doing wrong.

This sounds like a Permissions problem. Do you have Administrative rights where the program was saved to?

That is another problem. Where exactly should the program be installed? And I really do not understand the Permissions subject. Could you direct me to a site that would help me understand that or a step by step on how to install Creative Cloud Desktop, and then Bridge?

Find the ACC folder where Adobe ACC is installed.
R-click the folder.
Select properties then "security" and allow use by everyone.
Ri click the Bridge icon and select properties "security" and do the same thing.
Re boot your computer and see if that fixes things

can you go to "control panel" / user accounts
Under your info it will show "change your user type"
Don't select chnage "make changes to my account in user setteings"
See if you can change your account to "administrator"
I f it will not allow the change add another USER and give it adminstrative rights and a passsword
Reboot your machine
you will be presented with two login accounts
select the new account and login
Windows will setup a new UI workspace . wait until its done.
Go back to control panel user settings and select your old user account
change user rights to adminstrative close and reboot.
I would keep both logins.
If you ever bugger up your primary user account it will allow you to still login to the secondary account and fix things.

I am already logged in as Administrator. The only way I can get Br to load and work is right click and select Run as Administrator. If I left click on Br, the program page will appear for a second, then goes off and window saying "the operation cannot be completed" is displayed..

Does the same thing happen when run the alternate account?
Only other thing I can suggest is delete Bridge, Run a registry cleaner:
I use CCleaner
Reboot and reinstall.
Something is causing a permision error somewhere.
Registry is always the suspect

One other thing you can try ............
Stop what ever antivirus program you are using and try running Bridge.

Tried stopping anti-virus, no change. I am hesitant to run the registry cleaner. Doing that one time in the past got me in trouble that took some time to recover from. I use CCleaner as well and with all of the items checked a lot of issues are on the list. I can run Br by right-clicking and selecting Run as Administrator, so for now I think I will use it that way. Adobe programs have given me a lot of greif over the years. I am unable to install all of the updates in Acrobat 9 because of issues.

I ran DISM.exe /Online /Cleanup-image /Restorehealth and sfc /scannow. No change. I have the latest version of Microsoft Framework installed.

Does Bridge open up the same way for both user accounts when you log into each of them?

On the Administrator account I cannot open Br at all even with Run as Administrator.
Maybe it is time to do a re-install of Windows 10 OS. Such a job because of all the software I have added.

In command prompt using "run as adminstrator" ,did you type the following commands and press Enter after each command:
DISM.exe /Online /Cleanup-image /Scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth

UPDATE: I just ran DISM.exe /Online /Cleanup-image /Scanhealth and un installed Br using Adobe Cloud Cleaner. Re-installed Br and still have the same issues.
At this point I am OK with running Br using the Run as Administrator. I am not really sure I will keep Br and surely have no intention of renting programs from Adobe. I simply cannot justify that for my home use.

Yes, I followed the steps in the link you posted. Had my virus software off during download and installation of Creative Cloud, then downloaded Br with virus still off. Same result, Br appears briefly then goes off and a message appears saying "The operation could not be completed". I am able to run Br by selecting it from the Start menu and Run as Administrator.

I tried installing CC on my laptop running the same OS as the desktop and installed Bridge and it works as it should. So something must be set different on the desktop. I am not pursuing it any further because Bridge does work when I click on Run as Administrator. Thanks to all who gave me things to try.
