I'm not sure why we missed it last year, but I had a discussion with my colleague and we were able to reproduce it with the help of your bug reports! Therefore we have opened a ticket and we'll try to fix this for a coming update.
For now, there's a workaround. The bug comes from the unactive Texture Set after a Mesh Reimport, so if you delete the greyed out Texture Set, Substance Painter won't crash. Texture Set List > Reassign Texture Sets...
