Camera RAW latest update 15.3.1.1455 main window causes my Logitech mouse to slow considerably when moving it while making adjustments. If I move the mouse around the perimeter of the main adjustment window it moves normally. As soon as I move it onto the main adjustment window the drop in speed is like moving it through molasses. The previous version was problem free. Windows 10 machine with 64GB of RAM, Intel Core I9-10900K processor, 64 bit OS. Mouse works normally in all other apps including PS and Bridge. I do about 80-90% of my image processing using Camera RAW so this really impacts my productivity.

Try resetting the Camera Raw preferences:
Hold down the Command key and select Photoshop > Preferences > Camera Raw (macOS*) or hold down the Ctrl key and select Edit > Preferences > Camera Raw (Windows).
Click Yes in the dialog that asks "Delete the Camera Raw Preferences?"

I have been having this exact same issue since updating to the mentioned version as well. What makes the issue worse is when in ACR turning on the option to "Use profile corrections" for distortion, etc. The farther you push the slider, the worse it gets.
I was also curious if the OP tried resetting the preferences as mentioned and if this helped at all. I have yet to try it myself.

Just as an update: I reset the preferences (lost all my settings in the process), rebooted PS/ACR, and the issue still exists. This is definately a bug. Never had this issue before until the most recent update, and it was very noticeable right away. Where can one submit a bug to be fixed?

Yes, I've tried resetting preferences, and it worked for a bit, then the problem returned, although now it is sporadic. The work around I use is to close PS and reopen, rinse and repeat as often as it happens which is usually a few times per session.

I seemed to of fixed the issue (for my situation at least).
I use a Logitech G700 Gaming Mouse with a lot of custom configurations for productivity. The issue was the Polling Rate set in the Logitech Gaming Software driver application. For my mouse, it can set to 125/200/250/333/500/1000 polls/records per second. I had it set to 1000 (more is better?), so I set it back down to 250 and now the issue is gone. I haven't tried gaming or anything else graphics wise to test the effects of this, but I doubt that it will cause an issue anywhere.

Interesting...I'm using a Razer Deathadder mouse. I don't have their software installed though. Toying with mouse settings and may download their app just to see if I can make similar changes. Appreciate the input...

I meant to mention, in my case, this is only happening when I first open a file in ACR, such as dragging a DNG into PS. Once I have a document opened in PS, if I open it into ACR from there, no issue.

Still encountering this. I have no custom mouse software installed nor do I think it's anything on my end since everything worked fine prior to their latest release.

Thank you for this tip, setting the mouse polling rate to under 1000 seems to fix the slow mouse issue in Adobe Camera Raw. It was also making one of the CPU cores work at 100% while moving the mouse. Setting the polling rate to 500 shouldn't negatively affect the mouse too much and if necessary, gaming mouse profiles allow making one for Photoshop and lowering the polling rate just for that.

Found one solution that may work for this.
Go to: Photoshop -> Preferences -> Performance -> Advanced Setting
Turn off: GPU Compositing
This helped the slower mouse in ACR even without restarting Photoshop.

I'm having the same issue - have done since I upgraded to the latest version of PS and ACR. Cursor moves really slowly across the image pane, fine when it's outside of this. I've tried the suggestions above but with no success.
It's getting increasingly frustrating that with every new version comes a host of bugs that we, the customer, has to report and figure out workarounds. When I report things to Adobe they effectively shrug their shoulders and point me towards the community posts.

Go to "mouse" in configuration panel. Look in the mouse "options" if the "track for the mouse pointer" is on. Disabling it solved my problem in Camera Raw and Da Vinci Resolve.
