adobe captivate 12 when i click retake quiz or review quiz does not go to slide I selected in result

Use company's test version of captivate 12.3. On fail set result 1 to go to a certain slide it always to the first question in project. Why is it doing this and why can't tell it to go any slide of my choosing?

Retake Quiz and Review Quiz will only take you to the first slide that contains either a scored interactive component (e.g a button) or a quiz question.

If you want them to take you to a slide BEFORE the first scored slide, then you just need to add a button to that slide and make sure that button is selected to report to the quiz.
