Captivate 9 and Fixing Tabbing of Knowledge Checks

I'm using the Captivate 9 knowledge check template and when I check for tabbing order, the only thing that shows up is the 'Submit' button. I'm using a slide master template that has a TOC on the left-hand side and when I tab through the screen, the tab switches between highlighting a TOC item then an answer option and back to a TOC item.

Any suggestions on a fix?
