CP 2017 Non Responsive Project Playbar

I have a development team that is developing their first CP 2017 project.  This project is a non responsive project but the play bar is spreading the playbar icons along the bottom of the screen after publishing.  When I try creating a non responsive 2017 project and publish it the icons go to the position I set up in the skin editor.  They are remote from me and say this isn't a responsive project but it keeps spreading out the icons on the play bar.  Any ideas on what could be causing this?

    Check the settings for the Playbar, perhaps it is set to Stretched like in this screenshot:

    Thank you, Lilibiri.  They supposedly fixed that and when they look at the play bar in the skin editor it looks right but when they publish it is stretched out.
