Custom TOC (Table of Contents) button displays incorrectly on iPad.

Does anyone have any experience with how to fix this?  The HTML5 version of my course displays my custom TOC button incorrectly on ipads.  See the screenshots to see what I mean.

Is this a normal or a responsive project? If it is a normal project, which resolution?

It's a fixed-size project.  853 x 560 pixels.

Note that when I view the HTML5 version on a PC, it displays correctly.
