How to: Captivate 9 responsive no scrollbar, adapt in height

Hi, can I create a responsive project where the height of the device is not set in px, but in % , so when the project is published in the display from one tablet to another (Android or IoS  with different screen formats: 16;9 or 4:3 and different resolution) may not display the scrollbar or the "empty area"?

In practice responsive project adapts not only in width but also in height.
