Installation fails on start

Hello everyone. I'm an IT guy trying to help a user get her software working. I have an installation of Captivate provided by my software department.

We're using Windows 10. Not sure about the Captivate version. The folder just says "Adobe Captivate 2017". Both on mine, and the user's, computer when we try to install it we just get this:

The support advisor is nowhere to be found, and it's impossible to get help from Adobe for a product we actually bought.

I found a log file here: c:\users\(username)\appdata\local\temp\pdapp.log which shows an error:
