Captivate appears to be a good fit for our U.S. Navy training project with one exception. The development system and Android tablets are 100% standalone and do not have internet access due to security restrictions. In addition, quizzes and other apps generated will contain sensitive information. Is it possible to generate an Android product with Captivate without using Phonegap?
