We are unable to complete the installation this time. (Error Code: 127)

I continue to receive this error when attempting to install Adove Captivate 2017 on my Windows 64 computer. Adobe recommends to "check permission on adobetemp folder located at [Win] <system drive>/adobetemp", but when I type that syntax into the command prompt it says, "The system cannot find the file specified." 

I've tried uninstalling everything and starting over and restarting my computer.

Any suggestions?
