I am trying to download adobe cloud but everytime I click the user account control "yes" it pops up again. When adobe cloud does pop up it says "not responding". I have tried unistalling and renstalling it multiple times but nothing seems to work.

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)
if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)
restart your computer (don't skip this)
reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials
NOTE: win 11 users that have trouble with the latest win 10 installer often have success with the older win 10 installer.

hi @kglad I'm suddenly having the same probem.
Yesterday for apparently no reason - I'd just logged into my PC - I started getting this popup every few seconds!
So, I've followed ALL the steps above and I'm now tring to do the reinstall from the alternative link, but it's giving me the popup every few seconds, Creative Cloud is "Not responding" and nothing seems to be getting setup.
As a paying subscriber with files to edit I need this to start working ASAP!

contact adobe support via chat so the can connect to your computer. there are 2 ways to contact adobe support; chat and twitter (now x):
chat:
if you have or want to purchase a subscription, use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.

So the Adobe agent grappled heroically with my machine for about 2 hours, tried everything in this thread and gave up when they couldn't log in to the hidden Windows Administrator account because it had a password which I didn't know. They advised me to talk to Microsoft to get that fixed then to get back to them.
5 minutes of Googling yielded the answer to that - net user Administrator "" - from an Admin command shell 😉
So then I installed CC and Lightroom from the hidden Admin account and all seemed fine from there, but as soon as I open LR or CC from my own (admin) user account I'm getting the Vulcan Broker UAC popups again (see photo) where it seems AdobeIPCBroker.exe is being called with a "launchedbyvulcan-NNNNN" parameter by various processes kicked off by LR and CC.
So I tried starting LR "As Administrator" and that works just fine, as does CC if I do the same.
So now I've changed the Compatibility options for both LR and CC to automatically run as admin for all users and, although I get the normal UAC popup when I start LR or CC, that also seems to work fine.
So I'm going to get back to Adobe support and ask them why the process that calls AdobeIPCBroker.exe needs to be running as admin to avoid the Vulcan Broker popups!
Will let you know how it goes... 🙂

OK, so I manually deleted everything Adobe-related I could find in the registry and reinstalled CC and LR from scratch (for the 3rd time).
It seems that in the meantime LR has been updated to version 13.3....
And one way or another the problem now seems to be fixed!

i installed previously but then i unistall it now i am trying to download photosshop its even starts downloading 100 percent then it says now adobe creaative cloud will open and automatically install but then the vulcan broker popup keeps coming up and adobe creative cloud only show blank screen and not respond

do a clean cc install carefully following each applicable step:
uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...

if that fails, you probably have a corrupt user account. google your os and how to create a new one.
