This process loads my MacBook every time i try to use PS or Lr. Even when i close apps this process run in the background. It also heats my mac (nearly +5-8C). I have to stop it manually in activity monitor. I already tried to reinstal all the apps, but it doesn't help.

I also had the same issue, which no longer occurs after updating to macOS 14.2 Beta 4.
after updating to the new MacOS I received a notification, that there is a new version of creative cloud. So I updated it too and now the problem is solved

that's your license check and updates check.
reset the cc desktop app by making sure it's in the foreground, then press:
Win: Ctrl + Alt + R
Mac: Cmd + Opt + R
if that fails, repair per https://helpx.adobe.com/download-install/kb/creative-cloud-install-stuck.html
if that fails and you have windows, open your control panel > add/remove programs > cc desktop app > repair
if that fails, uninstall using the correct uninstaller from https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes... and then reinstall using*
if that fails, do a clean cc install carefully following each applicable step:
uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)
if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)
restart your computer (don't skip this)
reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials
NOTE: win 11 users that have trouble with the latest win 10 installer often have success with the older win 10 installer.

As i texted i already tried tu uninstall and install again all the apps, also Creative Cloud, but it didn't help.

i uninstalled PS and Lr through Creative Cloud, then i dowloaded uninstaller for M1 mac and uninstalled creative cloud. after that i restarted my mac, checked creative cloud files with App Cleaner. After that i installed all aps again.

contact adobe support via chat. there are 2 ways to contact adobe; chat and twitter (now x):
chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

I have been having the same issue for weeks now! It's incredibly annoying to see one full CPU core of my M1 Max MacBook Pro go to this annoying process which makes no sense.
I have also tried all kinds of uninstalls, cleans, restarts, and start/stop of sync etc.
Nothing has helped yet. This is a serious issue that is taking away compute power that could go toward render/etc.
And that with a background process that's constantly active?! Even worse.
I really hope someone can figure this out and fix this.

Luckily, the tip by @yoshi2ys solved it for me.
The problem appears to have gone away after the macOS update to the next Beta (of macOS) version.
So, whatever is going on behind the scenes, it now works agin.

I just updated and it does indeed appear to have solved the issue.
I guess, sometimes it's actually not Adobe's fault 🙈.
