This is a redline for me. I've removed your products from my machine and only install them when I need them.
You've pushed me to this, Adobe.
First, I need to be in control of the updates on my computer because your firm does sneaky stuff....like forcing maxon to download. I don't want this product installed on my computers for reaons that I've mentioned in this forum MANY, MANY times!
Second, I reload my machines quarterly to keep them performant and you've just made my life easier with auto updates. Your products will now be only installed on demand and removed daily.
Rescind your decision and allow users to control updating so you don't corrupt our files and our livelihoods!

the cc desktop app includes one option to stop automatic app updates and another option to stop the cc desktop app itself from automatically updating. ie, users have complete control of updates.

@kglad I did prior but not now. The price was too high and the product had too many bugs. I do individual accounts now.

check your subscription. https://account.adobe.com
then sign out and then back in to your cc desktop application using the same adobe id used to verify your subscription: http://helpx.adobe.com/creative-cloud/kb/sign-in-out-creative-cloud-desktop-app.html

@kglad Disabling Auto-Update. Whether I disable with the Auto-Update button or individually disable the update on the individulal apps, it still updates. Which is frustraing because the newer version of some apps won't open on my computer, so I have to always uninstall the unwanted auto updated new version for the older version.

after changing your settings, reset the cc app.

I have tried that and it still didn't work. I will try again. We shall see. I will report back if it does not..

Unfortunately this did not work. The program that I did not want to update (Premiere Pro) updated to the newest version despite turning off this function.

i don't know why you're seeing that. i don't auto-app updates nor auto cc desktop app updates. this am i just got this
so the cc desktop app successfully did not update (yet).
you can try:
reset the cc desktop app by making sure it's in the foreground, then press:
Win: Ctrl + Alt + R
Mac: Cmd + Opt + R
if that fails, repair per https://helpx.adobe.com/download-install/kb/creative-cloud-install-stuck.html
if that fails and you have windows, open your control panel > add/remove programs > cc desktop app > repair
if that fails, uninstall using the correct uninstaller from https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes... and then reinstall using*
if that fails, do a clean cc install carefully following each applicable step:
uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)
if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)
restart your computer (don't skip this)
reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials>
if that fails, you probably have a corrupt user account. google your os and how to create a new one.

You can also disable the Adobe updater in Windows startup so serial number apps won't update.

Hmm, I couldn't start Adobe Creative Cloud without letting it update either. Is this intentional?
I have "Automatically keep Creative Cloud up to date" and "Auto-update" disabled as well.

if you have auto update enabled, yes.

I should have been more clear. "Automatically keep Creative Cloud up to date" under General and "Auto-update" under Apps are explicitly disabled.

then nothing should update without your permission. otoh, cc may not run unless updated.

Great—I am asking if CC will refuse to run unless updated is intentional behavior. I'm glad we're on the same page.

I have this same problem. "Automatically keep CC up to date" and "Auto Update" are disabled and it stille keeps updating to newer versions that will not run on my machine. I need the older version. Every other day or so I have to reinstall the older viersions. It is annyoing. Any idea how to stop this from happening?

install your older versions.
then in the cc desktop app preferences change your install location. that should prevent/avoid the problem requiring repeated installs of older versions.

cc desktop app itself is a problem: once in a while it forces a no-op update (ignoring my explicit "do not update cc desktop app", and of course the fresh installation ignores every single prefernce of the "old cc app" (disabled auto-updates), and every app gets updated in few minutes.
And I cannot turn off cc desktop app, because it is the only way to install Adobe Fonts, e.g..
So, adding a font to a drawing takes few hours of reinstalling apps.
Very frustrating idea of "productive work" )
