I have uninstalled Adobe Creative Cloud and all my apps used the cleaner tool and reinstalled CC and all my other apps and XD is the only one that has an issue.

Error 191 means you don't have what it takes to install Universal Windows Platform apps. Can you install apps from the Microsoft Store? If not, see link below.
