I'm having some issues with installing the upgrades which as since resulted in me not being able to uninstall the software either. Let me explain.
First, I saw that there was an update to 2017 and so I clicked update all apps. All but a few updated, and premiere pro, after effects, and photoshop got hung up on the install at 85%. Searching the forum, I found that you could try a few things
The first option didn't work. The second option, the cleaner would get hung up and crash, and the third one led to a new odd issue. I was able to uninstall everything using the uninstall options, except for Photoshop. Now, there's a regular folder called Photoshop in my applications with nothing in it, and CC says that it can't uninstall Photoshop and still gets hung up at 85% if I try to do a regular install.
Any ideas or suggestions?
i've you've done most of this, but i'm not you've done all of it:
uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud

is photoshop uninstalled?
if yes and your cc desktop app shows it's up-to-date, Adobe Creative Cloud desktop application lists uninstalled Adobe apps as up to date

I've been playing with it for the last hour and was able to get the folder out of my applications folder. So I've uninstalled photoshop, but it still stalls at 85%.

So I've hit a very odd snag. I noticed before I started tackling your list that Photoshop has returned, in a Mac folder.
So, I tried to uninstall CC and it wouldn't let me and I tried to uninstall the apps and I now get this spinning wheel.
So I'm back to where I started, I can't uninstall anything or update anything. When I tried Adobe's suggestions for this spinning ball thing, it didn't work.
Any ideas?

if you've already done this, Adobe Creative Cloud desktop app doesn't open or shows a spinning progress wheel
using a browser that allows popups and cookies, contact adobe support during pst business hours by clicking here and, when available, click 'still need help', http://helpx.adobe.com/x-productkb/global/service-ccm.html
