install the cc desktop app from here https://creative.adobe.com/products/creative-cloud and use it to install your adobe subscription and trial programs.

 

if you already are using it, exit it and then restart it by right clicking>click "run as administrator"

For everyone else facing this issue: I had to start the Windows Service "seclogon".

I've disabled it long time ago to improve windows startup performance.
