I clicked, "Photoshop on desktop", Adobe Creative Cloud opened and then it didn't download anything.
I opened Photoshop on web, I looked for the button, "Get desktop app", clicked that, it led me to the adobe photoshop app detail screen with the, "Install", button. I clicked "Install", Adobe Creative Cloud opened, and then nothing happened.

I subscribed to the Adobe Creative Cloud - All Apps Annual Plan.
The PC originally had an old install of Adobe Creative Cloud, I removed it using the Adobe CC Uninstaller, so I would assume that the current Adobe Creative Cloud is a new install.

You might try the Creative Cloud Cleaner to remove all traces of the previous installation:

In addition, please answer the question I asked in the first reply about system requirements.

I have flushed out all of the apps using the CCCleaner
Additionally, I provided a list of specs, I'm assuming that they are well within the realm of running Adobe Creative Cloud and Photoshop/Animate/AfterEffects

if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)
restart your computer (don't skip this)
reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials>
if that fails, you probably have a corrupt user account. google your os and how to create a new one.
