Once the installation process is completed, installation box will disappear, then open Application folder and locate Adobe Application manager launch icon , double click on it and update .
Once the update is completed. It shud launch Adobe Creative Cloud app.
Still same ??
You need to try from different user account or it is better to enable Root user account and later you can disable it.
I had mentioned steps to enable Root user account in below link :
Re: Why isn't photoshop downloading?
After logging in to Root account , try to install Adobe Creative Cloud app , it shud work.

Really? When I tried the above (in Oct. 2023) I downloaded the file folder shown above in the comment, and the "install" icon under Adobe App Mgr has a circle with a cross around it, and when I try to open it, it states:
"'Install' needs to be updated. (The developer of this app needs to update it to work with this version of macOS. Contact the developer for more information.)"
This link worked for you? I'm on a Macbook air running Ventura 13.2.1, so it SHOULD have no problem, but it still persists.

install the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials
NOTE: win 11 users that have trouble with the latest win 10 installer often have success with the older win 10 installer.

Thanks so much!! After a morning of trying to get this done, it worked!!!!!!
Now it looks like we have to follow this last comment:
"install the cc desktop app using the "alternative download links" at the bottom of the page" at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html.
