i paid for photoshop elements 11 and premier elements 11 and now have new laptop- how to download

You'll also need an older operating system that can support your discontinued software.  Elements 11 is very old.  It's unlikely it will install much less run on modern Win11, macOS Catalina, Big Sur, Monterey or Apple M1 Chip computers. 

Only Elements 2022 is compatible with newer devices.
