Admins should have the ability to unlock accounts and reset passwords via the Administrative Console. It is a tedious process to have to go through Adobe Support for this, when it would just be a few clicks for an administrator.

I support that! there used to be a button to send a "reset password mail" to any managed users.

that is correct, we have not integrated any identity provider for Adobe CC, no SSO, no automatic population of any company accounts.

people are using separate credentials for the adobe enterprise ID

And the users are unable to click "Forgot Password" to reset it manually?
