Adobe Licensing Toolkit doesn't seem to deactivate anything

When I do --licenseinformation I do get a list of licenses.

 

This is on Windows 10 Enterprise x64 1803.

Hi,

Make sure you are running with elevated privileges.

If you still have issues have a look at the log - NGLClient_default.log in %temp%

As a test it might be worth trying this locally on the machine.

I was running it as admin the first go - I copied it to c:\ this time I get failed when just doing information:

The error 'Execute: Invalid/Empty Metadata file' seems to indicate that the relevant licensing information is inaccessible or maybe damaged.

We would probably need to do more investigation on the machine itself, the next step would be to open a support case from your Admin Console to have this looked at in more detail.
