I am a software developer who creates Extensions for Adobe products.
Our customers have their CC installations automatically upgraded, which means that often they install a version which our software is not yet compatible with.
Is there a way for me to get automated notifications from Adobe on impending upgrades? Is there a way for me to prevent a customer from upgrading until I have updated my Extension to support the new upgrade?

This would be tremendously useful for those of us in education, as well. This is especially true when they cause issues with the backward compatibility of file formats, as is often the case with the video applications.
We have limits on how often our computer labs and classrooms are available for updates and re-imaging, often only between terms. Many of our staff and students are CC subscribers and download updates as soon as they are available. As a result, they come into school with their files and they're not readable in our labs. Spread across four campuses, we don't have the resources to run remote update servers, so getting a heads up on updates, particularly those witch file format changes, would be tremendously valuable for us. The AE dashboard would be a great way to distribute that information.

We have a blog that provides details of updates to Creative Cloud http://blogs.adobe.com/creativecloudenterpriseupdates/
Additionally if you have built packages on the dashboard they will note if they require updating, i.e. if a new update is available. Also the same feature can be seen within CCP itself.
That said, I agree that this would be a great feature to see more directly on the dashboard. It is a frequent customer request and the product team are aware of it so I hope to see it sometime soon.
