Can't login to Adobe CC programs after Adobe created a business ID for a named user license account

This is for a school district and we have two different accounts: named user licenses for support staff and admins and shared device licenses for teachers and students on district devices. The named user licenses always login with the "Personal Account" option that has a blue icon by it and the shared device users choose the "Company or School Account" option with the orange circle by it. It has worked wonderfully until Adobe pushed these business profiles to our users with named user licenses assigned to them. Now when they go lo login instead of showing a blue circle icon it shows a gray icon with a building on it. It still says "Personal Account" but if they select that option and enter their password they receive an error saying "Sorry, your account is not valid on this device. Please try again with school ID". The school ID does not work because they have a named user license associated with their account so they must sign in with the Personal Account option. It has always worked this way until they started creating these business IDs for users automatically and now that blue icon is gray with a building and they cant login with that account type any longer. Has anyone else seen this issue?
