Creative Cloud Desktop App is not is showing all apps available in our plan?

Hello,
We have an Enterprise Licence for Creative Cloud. A few days ago we received a notification saying that our licence was due to expire in 3 days. We used to have individual licences for the CC but these were removed when we bought a site licence (Education). When the licence expired we removed all the Apps and the Cretive Cloud Desktop app and reinstalled the CC App. When we launch the app it does not show all the apps available in our plan. However, when we login to the CC website they are all listed? When we click on install for any given app it downloads the installer but then falls to run as it invokes the CC Desktop App and no apps are show under our plan? Is there a way to force the desktop app to show all the apps in our plan or a cache somewhere that we need to clear? See attached screenshots showing the Web and Desktop Apps and discrepancy between apps availalbe in our plan - any help appreciated.
