It was found recently that some freelancers had been using their personal accounts on work PCs as well as bringing in their personal laptops. They were told to stop using the accounts at work but also told that their PCs needed to be formatted. Is this correct? Wouldn't it suffice to simply logout of their personal accounts while at work?
There are a bunch of people formatting their PCs as I type this...
In terms of them having logged in with (effectively) external accounts, this does not seem like a reason in itself to reformat the entire computer, but I would suggest taking this up with your IT department in terms of their policy and the reason for this.

There is nothing from the Adobe side that asks users to format their PCs. I would, as a freelancer, who brings in his own device, refuse to "format" my own device. If IT security would ask me to use a conforming device, IT would need to provide that device.
From the Adobe side, there is nothing that asks users to reinitialize their system. You really need to check that with your IT.
