Our university's IT admin submitted the form to get free access to our students in order for them to complete their assignements for the semester. We got confirmation that our request was accepted, but our students still can't download the required software.
Students are logging in with the correct school email address and their account details say 'Creative Cloud Free Membership. However, when they go to download Photoshop, Dreamweaver, or Animate, they get an error saying 'Permissions may be required'. They only have access to download XD, Premeire Rush, Fresco, and Bridge.
What are we missing? How can we help our students get access?

You have to add the users to the adobe admin console. That's the first step. although even after this many of our users having issues and we can't figure out why. Adobe failed rolling this out.. it's terrible.

Same! It seems, for us, students who already had an accunt are having issues. Have you guys resolved your issues/narrowed down the issue? It was definitely a great concept, poorly implemented though.

Hi,
Unfortunately, no. Students who already had created an account with their university email still do not have access. They are prompted to purchased the software or to use the trial for programs they have not used yet. Any suggestions would be appreciated.

This means they can download the apps and sign in with their school ids and they won't get any trial prompt there.
Let us know if your students are seeing trial messages even after launching the CC apps.

Hi, we are also having the exact same problem. New user created after the activation was approved are in Trial mode.

Hi there,
Have they installed the apps and upon launching they are getting the trials only? If yes, ask them to sign out and then sign back in on the Creative Cloud desktop app or follow the steps given here: https://helpx.adobe.com/in/manage-account/kb/stop-creative-cloud-trial-mode-after-purchase.html.
