I've recently setup the Creative Cloud suite on two office PC's (Win7 pro x64). One of the machines is able to connect to the licensing server however the second machine which is on the same network is not able to connect. The PC that is able to connect shows under device licenses in the admin portal.
Both machines run the same security software.
At this moment in time I've tried:
The troubleshooting steps for not being able to connect to the licensing servers
Turning off the firewall/making sure CC etc. is whitelisted
Removing all security software
Safe mode w/ networking
Turning off all startup services
Any other ideas?

Did you check the hosts file as noted in Sign in, activation, or connection errors | CS5.5 and later, Acrobat DC ?
