I feel luke ive done like 3 times. Illustrator keeps popping up the plans and billing page telling me to pay for illustratoir when I have al;ready done so. Its not a connection error or anything cause this has been across the span of a few months. I am unable to access my files because once I click plans away, illustrtaor shuts down too. Please help.

@Elena300275825jab  Your Illustrator license is assigned under the Org profile. It might be the case that you are using the "Sign in with Google" option, which is causing the issue.

On the log-in page, enter the email ID and select your organization profile after putting the password to activate the organization license.

try @Monika Gause's suggestion first.  only if that fails, proceed to:

 https://helpx.adobe.com/enterprise/kb/resolve-trial-and-license-expired-errors.html

if that fails, https://helpx.adobe.com/download-install/kb/adobe-license-issues-keychain-credential-mgr.html

below are solutions some users reported:

if those all fail, change your cc language. eg, try international english - https://helpx.adobe.com/creative-cloud/kb/creative-cloud-trial-mode.html

if that fails, change the install location
