So Im trying to get my student license and i went through the creating an account putting my region and adobe id and they said thed send an email, its been 6 hours and no email has come through. Is there something i havent done or does it just take a while im so confused.

Substance is a plan that is different from the Creative Cloud plan. But licence activation works the same. The administrator of your school needs to activate the Substance plan for your account.
In all cases, even if you are supposed to set up the software on your computer by your own, as the school has an Enterprise subscription, the school is responsible for supporting the users. If they get in trouble with that, they have a priority channel to Adobe support.
Anyway, licencing is mandatorily

the entire student/teacher subscription flow is confusing. it's not just you finding it so.
but to start, is your plan administered by your school? ie, did you have any interaction (regarding an adobe subscription) with your school (other than possibly having them verify you're a student).

they dont set it up for us, we do it ourselves (if thats what youre asking)

check your account to verify your subscription is what you expect and to verify your adobe id, https://accounts.adobe.com
does it show you have a subscription?
if not, check your spam email for something from adobe.

it says that my plan is adobe for enterprise with JISC. it shows the apps i have access to but substance painter isnt one of them which confuses me since i got a student license for it when it wasnt owned by adobe.
also i dont have anything from them in my junk folder

ok, i'm going to move your message where there are experts more knowledgeable about that subscription type.
oops, i see someone has already moved it. (you don't need to do anything with adobe until you hear differently.)
you could contact your school's adobe administrator and adk for help while waiting for help on this end.
