However, I am unable to sign into Photoshop in this case since it is licensed with Feature Restricted licensing.
Even with the Photoshop Beta app installed through creating a package with Feature Restricted Licensing and then installing the app on a client device, I am unable to sign into the Photoshop app to verify age via an Adobe/Behance account.
There should be an admin control to verify age and subsequent approval of use of this tool.

That will break the licensing, please keep in mind that you are using FRL - Feature Restricted Licensing, so there will be features that are restricted and will not work.
As far as I can tell, Gen AI will not be part of FRL.
There is no Adobe ID Account that you are using to access Photoshop, so the point of validating age does not apply.

To be honest I wasn't sure whether to move this from the Photoshop forum to Enterprise & Teams or to Photoshop Beta. For the time being I've moved it to Enterprise & Teams as it is about admin control.

You are using FRL licensing, which does not have the "Sign in" option.
FRL licensing is a Machine-based Activation and not a user-based Activation, so you will never be prompted to log in.
In FRL activation the license file is embedded during the package creation from Adobe Admin Console.
To use PS Beta, you need NUL or SDL Licensing package. Please get in touch with your IT admin to understand the licensing model implemented and followed across your organization. They have likely restricted it on purpose.

Hi Rohit,
Thank you for your response. My suggestion that there should be an admin control to verify age and subsequent approval of use of this tool may have made more sense if I prefaced that I am an admin in my organization's Adobe admin console. It is true that we are using this license type on purpose for these machines, which are shared amongst various employees.
I'm still curious about the question on whether an admin control to verify age will be implemented so FRL can utilize the Generative AI tool? We are simply using FRL to license our apps per the Adobe EULA for our specific use case.
