"Installation Failed PDApp.log" on shared device license install

I have an Adobe shared device license, I have created a package for Apple and installed it on 3 devices that have worked just fine. I have created a Windows package 64bit that fails every install with the same error "Installation Failed PDApp.log" every time. No matter the computer, antivirus or not, the firewall on or off, fresh install Windows 10 latest or not, the install fails. 

 

Can anyone help me, please? I can sit there and watch it install all the Adobe apps, but right near the end, it just fails and starts uninstalling them and then I am prompted with the error above.

Thank you for the logs.

 

It looks like Substance Suite is part of the package, and the installation is failing because it does not meet the minimum system requirements.

 

Can you recreate the package and exclude all Substance apps from it?
