I have been having trouble removing an old administator account for a team memenber that left nearly a year ago (I have sporadically tried to remove this). I get an error message saying "Your action can’t be completed. Please try again shortly.". I have tried removing his account from the Users screen and the Aministrators screen.

By chance, that admin isn't the contract owner?
Try to remove the admin privilege first to demote him to a standard user. Then delete!
Thank you, the issue is resolved now - had to jump onto a live chat.
The user had all admin privilages removed, but as he was the contact owner it wuldnt let me change or delete him
I tried that, and it didn't work.
I found the issue. I was attempting to remove an old admin. turns out he is listed as the contract owner for the account. I still don't know how to change it, but have an open ticket with Adobe support, as mentioned above it fixed the issue for a previous poster. I am guessing the ownership must be first re-assigned, prior to demoting or removing said person as an admin.
correct. there's always has to be an owner (and an admin).
