Is this a Teams/Enterprise plan or an Individual plan?

Hi @customer_8792! Thank you for reaching out! I'm sorry to hear about your problem. I understand how frustrating it is to uninstall and reinstall everything just for the program to give you an error again.
Here are a couple of things to try:
1) Use the Adobe CC cleaner tool for a thorough uninstallation. Please refer to these HelpX articles for in-depth information: Prepare to run the Creative Cloud Cleaner tool; Download and run the Creative Cloud Cleaner tool
2) Check your system type (32-bit or 64-bit) by typing System Information in the Start menu.
3) Search for "Visual C++ 2013 download" and download the correct version (for a 64-bit system, download the vcredist_x64.exe and, for a 32-bit system, download the vcredist_x86.exe) from: Download Visual C++ Redistributable Packages for Visual Studio 2013 from Official Microsoft Download...
4) Run the downloaded file and follow the installation instructions.
5) Open the Command Prompt as an administrator, type sfc /scannow, and press Enter.
6) Restart your computer.
If the above doesn't work, try out the correct answer in this community thread: Solved: Re: Error Windows server 2016 "SetThreadDescriptio... - Adobe Product Community - 15348382

Hi Noel,
I have followed your instruction to do all steps from 1 - 6 then installed Photoshop 2025 v26.10 and still can't open. It shows “The procedure entry point SetThreadDescription could not be located in the dynamic link library C:\program Files\Adobe\Adobe Photoshop 2025\Photoshop.exe”.
I also contacted your help center and that lady replied Phosothsop not support the platform "Windows Server 2016 DataCenter". That's very weird! I have been used Photoshop CC since 2018 and no issues at all. The last version I used for a couple of years is v23.1.1 and is pretty stable. Where can I download the old version Photoshop 2022 v23.1.1?

Thank you for moving the thread, @Nancy OShea.
@customer_8792, can you share your system info? You can find it by going to Help > System Info, then copying and pasting it into a text file to attach here. This will help us look into it further.

Are you talking about Help > System Info in Photoshop? I can't even open Photoshop since it pops up errors attached in my first post.
And very weird is that I can't choose a previous photoshop to download now. In Adobe creative tool, it used to allow you choose an older version to download from "..." option. But now under three dot, you only see UNINSTALL option.??

How do I contact the centralized IT team? I have chatted with someones from Help Center almost everyday and none of them solved my problem. Very disappointed!

Ask your supervisor if you don't know. Your organization's IT dept should be on site. Or a phone call away when computers break down.

We are a small business now. I am the supervisor and managing all IT related issues. I post this issue online since I can't solve the issue by myself.
