User in account seat cannot download apps

Hi all - I have a team of three, and two of them have seats for creative clouds per our Adobe plan. One of them is having a hard time downloading apps from the creative cloud. Her email matches the email in our Adobe account; we also tried deleting her and adding her back on. To no avail, still have a hard time downloading apps. Any suggestions are welcome, thanks!

Meaning exactly what? What is the error message? What is her computer and operating system?

and unless the computer she's using is controlled by you (the admin, i assume) and it's a download (not licensing) issue, you have nothing to do with the problem.
