I can't get FM 2019 to license

My IT department installed FM 2019 but it will not license. I have tried several different locations with different internet access to see if our servers were blocking some thing but still nope.

Unfortunately they refused to help and said that they understand I have it only on one computer but I have to buy the rental product and they will not honor the perpetual license. That was an email from adobe's tecnical documentation support team.
