I haven't used FrameMaker since 2012. I'm inserting updates from a "Subject Matter Expert" and I can't get pages where there aren't any changes to look like they did in the previous edition of the document.
Here's what the previous edition looked like:
Now, here I am, having made changes in earlier pages, and I can't get the paragraph "Set U Slider Tab, see Fig. 14." back onto the same page as the previous paragraph(s) and Figure 13.
This next image is where the rest of the offending content spills onto the next page, despite my best efforts:
I remember (and have re-learned) enough about FrameMaker to experiment with the different settings in Paragraph Designer (spacing above and below paragraphs, Pagination, Keep With Previous/Next, Start at top of column/page, yadayadayada, but I can't get this stuff to behave.
Any help would be GREATLY appreciated!

You are probably on the right track. It's most likely some sort of a keeps issue or a page/column break. But since you've already explored those options, can you share the file? You can put it on Dropbox and message me directly through the forum and I'm happy to get a quick look at it. I'm only available however for a few hours this morning and then likely not again until next week.

As you might guess, I REALLY appreciate the offer. However, I have to get my manager to sign off on...you guessed it...sharing "proprietary" content. Sigh. Believe me, if he okays it, I'll be back here ASAP.

Here's a quick approach: save the file under a new name, and then delete all the other content that you haven't already shared in your screen shot. All I need are the troublesome pages that you showed us.

Keeps are the top suspect.
Other suspects include column balancing & space above/below.
