Can't move layers

Hello, I'm using Fresco on my Windows 10 PC and I can't move layers up and down. I used every tool i could and still does nothing. It's really important in my work, so i have to fix it. Any advices?

You don't need a tool to move layers. Move your cursor over the layer, click the mouse button and hold. The layer thumbnail expands a little and then you can drag it where you want it. The trick is to wait a second until you see the thumbnail expand.
