Adobe Fresco can access creative cloud color libraries, but a user cannot create a new color swatch library from inside Fresco. Please add this feature!

Fresco remembers recent swatches for specific files. You can't create a swatch library in Fresco.
What you can do though is create groups of five colours in color.adobe.com and they will become available in Fresco as Colour Themes.
If you want to request this as a feature your best option would be to add a comment to another post on Fresco UserVoice.
Or create a new post if no-one else has already requested this feature.

Please Please add this feature... I feel like as a professional and fast paced we should be able to create a a group of swatches, so we are not bouncing around at the begining of a project. Thank you for the work around.

I export my Fresco document, either as a Photoshop file or a PDF, and bring it into InDesign -- which I would do anyway in the process of my work -- and once it's in InDesign I can assign the colors to a new group in the CC Libary.
It's sad that I have to do this workaround, but since most of my Fresco files get imported into InDesign for the next step of my projects anyway, it's not too inconvenient for me.
