I am trying to open an .ai file, purchased by my client from Adobe.  It does not open well.  I can either open it by placing it in an open file (in which case I cannot edit it) or open the .ai file directly, in which case it opens as shown in the photo.  I'm using Ai App, creative cloud, and I am the administrator.

Well, you're viewing the artwork at a "crooked" zoom level of 76.1 %, which inevitably messes with that thing called antialiasing, be it just for on-screen display. This is perfectly normal. Start viewing your artwork at 100% or 50% to eliminate this problem. That said, it is of course "artwork from hell". The fine hatching patterns will always cause issues with Moiré artifacts and poor antialiasing/ resampling at the slightest transform like scaling or rotating. They may not necessarily affect the final output, but while you work you may always get this problem in some form.
