eps file opens as <image> in illustrator ?

Hello, I work for this company and they recently sent me .eps file that I supposedly can edit or take graphic elements in it, but when I open it in illustrator, I only see 1 layer with the visual as an <image> and not vectors. They swore this has never happened before so I don't know what the problem is really. I have the latest CC Ai and I am on a Macbook. Please help.

EPS files are not necessarily vector files.

Yes I'm aware, but apparently I am supposed to be able to take it from that file.

Try and open it in Photoshop to check if it shows more stuff in it.

But if it doesn't then you will have to ask your client again.

I tried in photoshop, it only opens as 1 layer. Nothing else.

Then maybe they have mistakenly send you the wrong file.

Are you sure they know their way around file formats?

That's what I thought.....but apparently, all of their other graphic designers had no problems opening it. I have tried opening other random .eps files and everything was fine so I don't get it. I think it is the wrong format also.
