HELP! Need to Resize Everything in a Project

I have just been told that all the posters I created are the wrong size. Is there a way to resize the Artboards AND everything on them simply? Or do I really have to resize everthing independently? Thanks!

Select all the items on the artboard, right-click, and select Collect for Export > As a Single Asset. In the Asset Export panel, Set the scale to whatever you need it to be (assuming you're scaling vectors--the resolution of any imported raster images would be a factor in scaling up) and make the Format: PDF.

Is there no way to go from say a 9 x 12 to an 18 x 24 in Illustrator or is the only way to do this to export into PDF?

Export is just one way to do it. If the scale is proportional, you could change the size of the artboard, select all (Ctrl + A), hold both Shift and Alt to expand proportionally from the center and scale to the corner of the artboard.

I guess I'm too much of a newbie. I've been trying that but it only seems to collect some of the items and scale them and leaves the rest the old size

The other problem is, I have not idea how many times I need to scale them. I just want to go from one size to a larger size....

In that case: first calculate how much you have to scale them (that's just math). And then draw a rectangle the size of the artboard. Scale the artwork. Convert the rectangle to an artboard. delete the old artboard.

Another idea would be to make a new Illustrator document at the size you want and go to File > Place to place and resize the original AI file as artwork.

I checked Uservoice for Illustrator and found a feature request for Resizing the artboard and content simultaneously (https://illustrator.uservoice.com/forums/333657-illustrator-feature-requests/suggestions/31500847-re...}). It shows it has been added to the backlog, so the team is considering it as a feature. You can upvote it to show your support for that feature.

Are all the artboards the same size, and with the same target size, or do they have the same scaling factor? If so, with Smart Guides on draw a rectangle on top of and same size as each artboard (for same size opt/alt-drag and snap to other artboards. Select all the rectangles and artwork, scale appropriately. Select all the rectangles and convert them to artboards. Delete original artboards.
